I'm convinced this has something to do with the fact that fglrxinfo returns an error ("unable to open display"). With a clean installation of Arch Linux (I've tried installing Debian too, without success.) I tried installing the open-source drivers, but I've got the no screens found error. the open source driver sucks balls. I've spent a great amount of time trying to install the drivers for this graphics card properly.
