The disabled contributed module hooks do fire. I've need this working by the weekend. please download updated version. If webform needs to remain enabled during a major upgrade so that webform_variable_get() is defined, that should be stated in the documentation or readme.txt. Thanks in Advance. The idea is just to make that function defined, so that you can load your site and flush the cache. How can I clean up to avoid this error?
